President
Shannon is President of LUT and oversees the nationwide operations of their tower mapping, inspection, audit, engineering, and build to suit services. Shannon’s career in the wireless industry began as a project manager for Vanguard Cellular Systems, Inc., a leading Cellular One carrier in 1990, after he was honorably discharged from the US Army in 1989. He was with Vanguard until May of 1999, promoted several times to the Director of Systems deployment and managed the buildout of the systems on all east coast owned markets from Florida to Maine, preparing and working within capital budget guidelines, engineering, and site acquisition teams, as well as perform vendor contract negotiations and management of direct, indirect, and subcontract personnel. AT&T Wireless purchased Vanguard in 1999 and he stayed on for 12 months to train AT&T personnel on the construction, base station equipment installation, and microwave backhaul network in the markets. In May of 2000, he joined Strategic Communications Services team as the Director of Systems Deployment and was promoted to VP and earned 10% ownership in the company, which was sold to GTL, Inc. He then joined Versar, Inc., a large federal government contracting company based in Springfield, VA as the General Manager of the telecommunications division. He successfully worked on and completed projects for the US Army, Battlefield Telecommunications Systems, Homeland Security, Scientific Research Corporation, and CACI during his tenure there and gained experience in the government contracting discipline. In 2013 he joined MNM Group, Inc. to start up and build a wireless division successfully and left in May of 2015 to join the Waterford Consultants team to grow the Site Services Department.

Program Manager
Nick is a Program Manager with extensive experience in project coordination, strategic goal setting, and operational improvement. He excels in working with internal experts, vendors, and customers to ensure project success and end-user satisfaction. Nick has a proven track record of optimizing operational systems, maintaining clear communication with stakeholders, and collaborating with executives and government entities to execute new builds and future projects. With expertise in authoring Sales and Marketing strategies, identifying business opportunities, and driving strategic partnerships, Nick is skilled in leading cross-functional teams to achieve targeted outcomes. He has managed complex projects, including Public Safety communications tower builds, while ensuring quality control, safety compliance, and cost-effective operations. Nick’s ability to streamline operations, manage resources, and create successful project pipelines has contributed to the success of numerous large-scale initiatives.

Vice President
Randy is the Vice President for Level-Up Towers. From 2013 to 2018 Randy served as Senior Director of Operations with Iota Communications being promoted to VP of Operations in 2018. Randy was responsible for the site acquisition, construction, and operation of Iota’s IOT network nationwide on 800 MHz licensed spectrum. From 2006 to 2013 Randy served as Manager of Project Management with DukeNet Communications in Charlotte, NC and responsible for managing fiber to cell site construction in the SE US. Randy has 35 years of experience in the telecommunications industry. Management positions spanned across most of the telecommunications industry to include class 5 switching, optical networks, outside plant construction and cell site construction working with all the major carriers. Randy holds a General Contractors license in Florida and has an A.A.S degree in Electronics.

Director of Business Development
Curt is the Director of Business Development for Level Up Towers, bringing more than 35 years of experience across the public and private sectors. His background includes leading large-scale public safety communications programs, including countywide 800 MHz and P25 radio systems, project and program management roles with Ericsson, Harris Corporation, and the State of Florida Law Enforcement System (SLERS), and executive leadership in private consulting and site development firms. In 2020, Curt co-founded Datapath Wireless Group, delivering multiple countywide public safety communication buildouts before joining Level Up Towers in August 2025 to help grow the firm and expand client success. He enjoys spending time with family and supporting his alma mater, the University of Central Florida Knights.

Director of Operations
Steve has approx. 30 years experience in the Wireless Telecom Industry. He started as a Tower climber and foreman for 6 years with a private firm, and then 3.5 years with American tower Corporation as field manager, Construction Manager and then Director of Tower Operations SE. Following that, he owned his own firm for 20 years. They performed carrier installations, tower reinforcements, tower stacks, carrier decommissions, as well as antenna mount and tower mappings.
